Tach issues

Alright here's the deal. The factory tach in my car has a mind of its own. It rests on zero like its suppose to with the car not running. But as soon as I crank it, it automatically goes to 3000 rpm and stays there when car is at idle. But if I rev it or drive it and get the rpm's over what I think is around 2000-2500, the tach starts to climb towards 4000 and on up. But it then will go back to 3000 if rpm's drop below 2200(somewhere around there) or lower. What's up? Do I need to just replace the entire tach or is there something else that could be wrong?
