One: it may just be to cool for it to work properly.
Two: you could have a defective pressure switch.
Three: you could be low on freon.
Four: you could have a abstuction in the expansion valve.

If the locks just won't lock or unlock with the passengers switch it is probably just the switch. Ford didn't use relays so the switches have to take the full load so it is real common for it to be just the switch.

Later, JerryI hate to say it also but the car will never be the same. Under 20 feet of salt water, even if it wasn't salt water there is no saving the upholstery. Salt water is devastating to an electical system, not to mention how long the car has been setting…Haven't seen any OEM's for a while, but you might check this out.

Really depends on how bad they are fogged as to what you need to do or use.
